Migrating the Handler Model

I am currently moving the text-based models for handlers to a location within wiki.

- Old Handler Model - New Handler Model

The following models are currentyl dependent on the lcw_User project. We aim to move all of these models to other (more secure) data models.

We start by moving where we store handler and script metadata:

- model_Metadata

The following models need to be addressed in a more robust and secure way:

- model_Secret - model_User

Preferences are currently stored in a standard way for the individual platforms (or at least that is the aim). We use `specialfolderpath ("preferences")` for this.
